Position Description and Person Specification
Position Title: Pharmacist in Charge Level 2
Responsible To: State Manager
The primary role of a Pharmacist in Charge (PIC) is to manage the daily operations of site and the provision of professional services (general operations - dispensing, supply, and distribution, clinical and quality improvement) to client healthcare facilities in consultation with nursing staff, pharmacists and technicians.
In consultation with Management, Nursing and other Pharmacy staff, the PIC is to ensure an efficient, safe, rational and cost effective provision of a comprehensive pharmacy service to client healthcare facilities.

Key Tasks / Responsibilities
Responsible for daily effective and efficient management and running of the site.
Dispensing and Distribution
Directs the receipt, preparation and dispensing of prescriptions and imprest orders together with systems and information to assure quality use in accordance with the state specific relevant Acts, regulations and legislation
Full accountability for the cost effective, supply, manufacture, distribution and storage of all medications throughout the hospitals.
Directs an effective drug recall procedure within the hospitals.
Is responsible for ensuring the dispensing/charging of medications taken from pharmacy after-hours cupboard(s).
Ensures timely delivery of medication to clients.
Is responsible for the cost-effective management and operation of hospital imprests (where HPS is contracted to do so), including expiry date checking and appropriate turnover of stock.
Is responsible for ensuring accurate dispensing and records are kept for Schedule 8 and Special Access Scheme medications in accordance with appropriate protocols.
Is responsible for the effective communication with relevant hospital staff regarding stock shortages and the recommendation of suitable alternatives.
Is responsible for ensuring vendor and client backorders are followed up daily.
Ensures pharmacists and technicians follow Schedule 2 & 3 guidelines on the appropriate selling of the over the counter products and pharmacists provide adequate counselling for these products as required.
Oversee the dual responsibility for purchasing in conjunction with the National Purchasing Manager
Clinical Activities
Effectively manages the provision of drug information and counselling to nursing staff, medical staff, patients and members of the public.
Ensures adverse drug reactions are reported.
Where appropriate actively participates in ward meetings or allocate staff accordingly.
Is responsible for providing patients with adequate written instruction on medication usage, and where appropriate, the preparation of dose administration aids for use by patients.
Is responsible for ensuring the maintenance of adequate materials, equipment and environment in the pharmacist department in accordance with optimum dispensing procedures and approved best practice standards.
Ensures promotion of cost effectiveness through adequate inventory control systems with regular monitoring and reporting of wastage and expired drugs.
Ensures the efficient operation and management of high cost drugs in client healthcare facilities and actively participates in Drugs and Therapeutics Committees or equivalent where appropriate.
Proactively pursue opportunities to increase business performance
People Management
Responsible for all Pharmacists and Technicians (depending on size of site) directly reporting to them, including all areas of performance management incorporating annual reviews for all employees.
Provides training, leadership, supervision and discipline of all Pharmacy staff, (pharmacists, pharmacy technicians, graduate pre-registrant pharmacists and relieving staff).
Manages and reviews medication incidents and actively implements corrective procedures.
Responsible for all employee rosters.
Regularly reports on employee issues to State Manager and Human Resources Manager as required.
Meets regularly with the State Manager to discuss the activities of the pharmacy team and its relationship with the client healthcare facilities.
Participation in performance reviews on a 6 monthly basis together with the State Manager
Participate in recruitment activities and functions.
Management of individual training plans.
Participate under the direction of State Manager and HR with any employee issues that arise
Provide leadership and training for all site employees.
Oversee employee roster as required.
Responsible for the OH&S management of the site with involvement in OHS audits and compliance with the regular reporting process.
Regular meetings with the State Manager to ensure effective communication are filtered through the site.
Drive and implement all departmental initiatives and requirements from State and National Managers.
24 hour /7 day after hours on-call contact for employees is required in the event of an incident that requires management assistance.
Client Management
Client management; ensuring regular visits are made with current clients to maintain and foster the customer service working relationships.
Maintain QCCP accreditation in accordance with QCCP standards.
Manage and review medication incidents, or if required the resolution of enquiries and; or service issues as they arise and are escalated from PIC
Administrative Management and Reporting System
Responsible for financial management of the site with a focus in the following areas;
o Script Owings
Preparation and delivery of month end financial information.
Presentation of regular financial, clinical and pharmacy reports to hospital management.
Provides weekly and monthly cost allocation reports to hospital management and subsequent recommendations for reducing drug costs on client direction.
Meets monthly with the State Manager to review the financial performance of the business and develop strategies to improve performance.
Provides regular financial, clinical and pharmacy reports to hospital management, meet with hospital executive once a month unless directed by the client to do otherwise in relation to timing
Actively promotes quality improvement within the pharmacy department and client healthcare facilities.
Is responsible for the resolution of telephone enquiries and service problems.
Adheres to HPS Pharmacies company policy and procedures and contributes to their ongoing review and development.
Comply with HPS Pharmacies accreditation working towards and actively maintaining QCPP in accordance with QCPP standards
Ensures compliance of client healthcare facilities with licensing regulations and contributes to ongoing review and development of client healthcare facilities policy and procedure where applicable.
Participation in a 24 hour /7 day after hour on-call service or as negotiated.
Other duties as required by HPS Pharmacies management.
Essential Requirements
Bachelor of Pharmacy or equivalent
Registration with the Pharmacy Board of State
Own authorised Professional Indemnity Insurance or equivalent
Knowledge of;
o Drug use and therapeutics;
o Pharmacy Acts and Regulations;
o Legal and ethical responsibilities in provision of pharmacy services.
Willingness to undertake Continuing Professional Education
Adaptability and flexibility.
Ability to provide leadership and to communicate effectively both verbally and in writing.
Drivers Licence.
Some intrastate and interstate travel required
Comply with all of HPS Pharmacies accreditation policies
Desirable Requirements
Experience in clinical pharmacy practise
Ability to lead in a team environment
Ability to work with minimal supervision.
Ability to cope under pressure
Strong computer literacy and experience in specialist Pharmacy software
